Muscat: His Highness Sayyid Theyazin bin Haitham bin Tarik Al Said, Minister of Culture, Sports and Youth has issued two ministerial decisions.
Ministerial Decision No. 22/2021 on the controls for allocation and payment of government subsidy to Oman Olympic Committee (OOC) and Ministerial Decision No. 23/2021 on endorsement of the sample of the Articles of Association (AOA) of sports associations receiving government subsidy.
The ministerial decision No. 22/2021 has incorporated the procedures and controls for allocation of government subsidy to Oman Olympic Committee.
The decision necessitated preparation and submission of an annual action plan to the Ministry and that payment of all or part of the subsidy shall be suspended in case of violation of the prescribed terms and conditions.
The decision stated that the Articles of Association of Oman Olympic Committee shall conform to the principles of the Olympic Convention and the laws prevailing in the Sultanate.
The Articles of Association of the OOC shall also ensure representation of women and athletes in the General Assembly, the Board of Directors and all committee coupled with separation of powers between the general assembly, and the board of directors and the Secretariat General of OOC.The controls obligated the candidate to the Board of Directors to be a holder of bachelors degree, with an exception to athletes. The Secretary General and treasurer shall have an appropriate qualification in the administrative and financial field and both of them shall be elected by the General Assembly.
Candidacy shall not be permitted for those who spent more than two terms of membership in the Board, whether consecutive or separate terms in the same position or different positions, except candidates for the post of the Chairman of the Board.
The controls also stipulated formation of Dispute Settlement and Sports Arbitration Committee for election and endorsement of its Regulation, work system and election management shall be by an independent committees formation, election and endorsement of its regulation of which shall be by the General Assembly.
The chairman and members of the Committee shall not draw any remunerations, funds or cash gifts against their memberships in the Board of Directors or the technical committees or against attending their meetings.
The decision on controls for allocation of government subsidy to the Olympic Committee emphasised activation of the principles of integrity and transparency - based governance and acceptance of the principle of accountability and activation of the role of the internal audit authority and providing the Minister with quarterly reports on the budget of OOC, which reports shall show aspects of spending the approved government subsidy .
The second decision endorsed the sample of the Articles of Association of sports associations receiving government subsidy in agreement with the state-of-the-art international applicable systems. The decision stated that the candidate to the membership of the Board shall be a holder of a bachelor degree and the Secretary General shall have an appropriate qualification in the administrative and financial field. The decision also initiated a seat for the woman in the Board.
