Oman's finance ministry issues circular on government revenue collection

Muscat: The Ministry of Finance has issued a new circular No. 18/2020 regarding the centralisation of the state's public revenues.

In a statement, the Ministry said, "The Ministry of Finance directs the attention of all government ministries and civil, military and security units to the necessity of full and complete commitment to the transfer of revenue collected, to the public treasury in the account of the Ministry of Finance at the Central Bank of Oman. The transfer should take place daily and within five working days maximum."

In addition, these transfers must be accompanied by:

1- Receipt vouchers and supporting documents no later than two business days from the date of supply.

2- A monthly statement of the collected amounts and their matching with the receipts vouchers issued by the government entity supplying the revenues after they have been approved by the Treasury Department in this ministry.

3- A copy of the bank statement issued by commercial banks for the last two working days of each month to be also sent via e-mail."

The Ministry of Finance stressed on compliance and said that internal audits in each agency should follow up on implementation. Failure to comply would be regarded as a financial breach in law.
