Muscat: People working in the government sector can't organise or participate in sit-ins inside or outside the workplace, according to a ministerial decision issued on Sunday. This comes after the Chairman of the Civil Service Council, His Excellency Khalid bin Hilal bin Saud Al Busaidi, issued a ministerial decision No. 7/2019 that lays out the code of conduct for civil servants in all units of the Sultanate’s state administrative apparatus. The code of conduct includes nine chapters starting with general provisions, an employee's general duties, the duties of an employee towards their superiors and subordinates, their duties towards co-workers, auditors, and the approval of financial disclosure, preservation of public monies, and the use of technology and dealing with information technology. Here is what the ministerial decision states - 1. The code of conduct for civil employees has been laid out to make sure that they perform their professional duties towards promoting integrity and combating corruption. 2. The provisions of this Code shall apply to all civil servants of the administrative unit, except for those to whom special codes of conduct have been issued in accordance with regulations in this regard without prejudice to the provisions of this Code. 3. The units of the administrative body of the State shall abide by the promulgation of this Code and raise the awareness of employeest all levels and circulate it to all its units. 4. The employee must abide by the provisions of this Code, be aware of its contents, and any breach, Note: All violators shall be held accountable in accordance with the applicable laws.
In order to achieve the principles that this Code seeks to establish, the employee must adhere to the following: 1. Diligence and perseverance: A. Performing their duties with diligence and professional care. B. Maintaining regularity in work and abiding by its official dates. C. Striving for the advancement of its potential through constant and continuous access to all. What is new related to its specialisation, the specialisation of the entity, and to seek to suggestions that lament the work environment and lead to the advancement of the service you provide
2. Neutrality and equity: A. Not to grant detailed transactions except within the limits of applicable laws and regulations. B. Dealing with each incident with impartiality and objectivity, and providing the same service to each auditor regardless of their level.
3. Compliance with laws: A. Familiarity with the applicable laws, regulations, regulations, decisions and circulars and adherence to its functions. B. Not organising and/or participating in organising sit-ins inside or outside the workplace.
4 Integrity and Independence: A. To be impartial and to conduct themselves professionally within the framework of this principle, through achieving the highest interests of the State and society objectively and independently. B. The use of the powers conferred upon them within the limits set by them. C. To refrain from requesting or accepting any gifts, rewards or commissions of any kind; Whatever their value, or other benefits, have an impact on their job duties, If they receive a gift, they must immediately notify their immediate supervisor. D. Avoid bias of any kind - political, social or sectarian.
