Russian hackers targeted 21 US states during election: US official

Jeanette Manfra, Department of Homeland Security's acting deputy undersecretary of cybersecurity, told Congress on Wednesday that 21 U.S. states' election systems were targeted by Russian hackers, but reiterated that there was no evidence that actual votes were manipulated.
