Features of Royal Decree in Oman on administrative apparatus published

Muscat: The Government Communication Centre (GC), has published features from the Royal Decree on the state’s administrative apparatus.

Explaining Royal Decree No. 75/2020, the GC said the decree was an important step towards restructuring the state's administrative apparatus. "The state's administrative apparatus consists units that derive their authority from the state, and this includes public legal persons responsible for managing a public service or economic facility, such as public authorities and public institutions," the GC explained.

"Civil units in the state's administrative apparatus are obligated to submit a report to the cabinet each year within three months of the end of the year including achievements, activities, challenges and proposed solutions. They are also obligated to submit a working plan for the following year with goals before the end of October.

Central units are created with the approval of the Council of Ministers and departments or divisions shall be established or modified by a decision of the unit head subject to approval. A public institution shall be established to administer an economic facility to participate in the development of the national economy. As for the boards of directors of public bodies and institutions, they are formed by a decision of the Council of Ministers, and the term of membership is three years, renewable for a similar period. The task of these councils is to formulate the general policy to ensure the achievement of the goals. The president or chief executive of the body or public institution is appointed by a royal decree, unless the decree of its establishment provides otherwise. He shall have the powers of the head of the unit stipulated in the royal laws and decrees."

"The person is in charge of managing its administrative and financial affairs, representing it in its relations with others and in front of the judiciary and attends all meetings of the board of directors without having a counted vote. It is not permissible to combine the position of the chairman of the authority or the public institution or its chief executive officer, and the position of the chairman of the board of directors, unless the decree of its establishment stipulates otherwise."
