HM the Sultan issues three Royal decrees

Muscat: His Majesty Sultan Haitham bin Tarik today issued three Royal decrees reading as follows:

Royal Decree No. 40/2023 promulgates the Water and Wastewater Sector Regulation Law, after presenting the same before the Council of Oman.

Article (1) states that the provisions of the Water and Wastewater Sector Regulation Law attached to this decree shall be enforced.

Article (2) instructs the Chairman of Board of Directors of the Authority for Public Services Regulation (APSR) to issue the bylaws/regulations and decisions necessary for the implementation of the attached law. It states that, till such time, the existing bylaws/regulations shall continue to be enforced without prejudice to the provisions of this law.

Article (3) stipulates that all those practicing any activities whose regulation is subject to the provisions of the attached law shall adapt their conditions to the law’s provisions within 6 months from the date of its enforcement. This period may be extended for a further 6 months under a decision by the Board of Directors of APSR.

Article (4) cancels all that contradicts this decree and the attached law or contravenes their provisions.

Article (5) says that this decree shall be published in the Official Gazette and enforced from the day following its date of publishing.

Royal Decree No. (41/2023) on ratifying the Sultanate of Oman’s joining the general agreement of railway linking the GCC countries.

Article (1) ratifies the Sultanate of Oman’s joining the general agreement of railway linking the GCC countries according to the version attached to this decree.

Article (2) stipulates that the departments concerned shall deposit the document of joining the abovementioned agreement as per its provisions.

Article (3) says that this decree shall be published in the Official Gazette and enforced from its date of issue.

Royal Decree No. (42/2023) on the issuance of first-class license to Starlink Muscat Company for setting up and operating a satellite communications system to provide fixed public communication services.

Article (1) states that a first-class license shall be issued in favour of Starlink Muscat Company for setting up and operating a satellite communications system to provide fixed public communication services according to the provisions of the license attached to this decree.

Article (2) says that this decree shall be published in the Official Gazette and enforced from its date of issue.
