Muscat: The National Committee of Anti-Terrorism has allowed the freezing of funds and economic resources of people included in the lists of the UN Security Council for supporting and financing terrorism.
The Chairman of the National Committee of Anti-Terrorism issued Resolution No. 1/2021 with a list of procedures under Chapter VII of the United Nations Charter on preventing and suppressing terrorism. It also intends to impede the proliferation of weapons of mass destruction and its financing.
The text of the resolution in its second article stipulates: "The person must, without prior notice, freeze the funds and economic resources owned by the persons included in the list or in the resolutions issued by the Security Council immediately and in a period not exceeding 24 hours from the time of publication of those lists or resolutions, as well as those who work in their name or on behalf of any of them and the persons under their direct or indirect management or control."
This includes the funds and resources that are in their actual possession or under their effective control directly or indirectly, and economic resources owned by any of them, interest and returns due on frozen accounts and payments due under contracts, agreements or obligations.
Article 11 of the decision stipulates: “The Committee has the power, when facts emerge indicating that funds or economic resources authorized to be completely or partially lifted, may be used in terrorism, its financing, armament, proliferation of weapons of mass destruction, or any other crime, to notify the Public Prosecution of issuing a decision by not declaring."
