His Majesty issues three new Royal Decrees

Muscat: His Majesty Sultan Qaboos bin Said on Monday issued three Royal decrees as follows:
Royal Decree No. 2/2019 amends some provisions of the Prisons Law.
Article (1) states that the amendments attached to this decree shall be applied to the Prisons Law (promulgated under Royal Decree No. 48/98).
Article (2) cancels all that contradicts these amendments or contravenes with their provisions.
Article (3) says that this decree shall be published in the Official Gazette and enforced on the day following its date of publishing.
Royal Decree No. 3/2019 ratifies amendment to the “Convention on the Elimination of All Forms of Discrimination Against Women” and withdraws some of the Sultanate’s reservations to the agreement.
Article (1) ratifies amendment to Clause (1) of Article (20) of the above-mentioned convention in accordance with the version cited in the decision, attached to this decree, of countries that are party to the above-mentioned international pact.
Article (2) withdraws the Sultanate’s reservation to Clause (4) of Article (15) of the above-mentioned convention.
Article (3) instructs the departments concerned to take necessary measures to implement the provision of the two above-mentioned articles.
Article (4) says that this decree shall be published in the Official Gazette and enforced on its date of issue.
Royal Decree No. 4/2019 declares as a public utility project “the completion project of the remaining section of Al Ja’iz Street (Al Nakheel Street) in the area of Ghail Al Shubool in the Wilayat of Sohar”.
Article (1) declares as a public utility project the “project of completing the remaining part of Al Ja’iz Street track (Al Nakheel Street), starting from the existing section of the street till Ghail Al Shubool roundabout in the Wilayat of Sohar”, as specified in the memo and diagram attached to this decree.
Article (2) stipulates that the departments concerned may expropriate, through direct implementation, the properties and lands necessary for the above-mentioned project, along with all the installations therein, in accordance with provisions of the Public Utility Expropriation Law promulgated under Royal Decree No. 64/78.
Article (3) says that this decree shall be published in the Official Gazette and enforced on its date of issue.
