Majlis panel assesses credits system proposal for Omanisation in private sector

Muscat: The Youth and Human Resources Committee of Majlis Al Shura discussed on Tuesday at its meeting chaired by Mohammed bin Salim Al Busaidi, Head of the Committee with Hamad bin Khamis Al A’meri, Undersecretary of the Ministry of Manpower for Labour Affairs and a number of specialists in the Ministry the proposal to link the Omanisation rate with points in the private sector, a proposal submitted by a member of the Majlis, along with other alternative proposals for Omanisation and substitution in the private sector, in order to ensure the creation of suitable employment opportunities for the national workforce.
The meeting reviewed the proposal which is based on calculating the points from three levels so that the senior management positions take higher and lower management positions take lower points. The experiences of some neighbouring countries have also been reviewed after applying this system in the banking and insurance sectors.
The committee hosted Ahmed bin Mohammed Al Nadabi, Undersecretary of the Ministry of Civil Service for Civil Service Affairs and a number of specialists in the ministry, as part of the committee’s study to follow up and analyse the employment of the national manpower.
The meeting discussed a number of topics related to Omanisation in the civil service institutions, the most important of which was a review of the national and expatriate labour force, the percentage of Omanisation in the civil service sector, and the development of the national and expatriate manpower in the civil service sector according to their number and age groups.
