His Majesty the Sultan issues three Royal Decrees

Muscat: His Majesty Sultan Qaboos bin Said on Friday issued three Royal Decrees as follows:
Royal Decree No. 1/ 2016 on approving the Ninth Five-Year Plan.
Article (1) approves the 9th Five-Year Plan (2016-2020) whose objectives are outlined in Annex No. 1 attached to this Decree.
Article (2) stipulates that the Ninth Five-Year Plan shall be implemented by virtue of considering the basic pillars of the plan’s financial framework as stated in Annex No. 2 attached to this Decree.
Article (3) instructs the Secretariat General of the Supreme Council for Planning to publish the details of the 9th Five- Year Plan in special reports to be issued exclusively for this purpose.
Article (4) directs all ministries and government departments to implement the 9th Five-Year Plan, without prejudice to the provisions of laws, statutes and regulations in force.
Article (5) approves the new projects of 9th Five-Year Plan (2016-2020) in accordance with the scheme stated in Annex No. 3 attached to this Decree.
Article (6) states that the Supreme Council for Planning shall conduct a periodic assessment of the Ninth Five-Year Plan in line with local, regional and international developments.
Article (7) directs the Supreme Council for Planning to devise an Executive Plan for the 9th Five-Year Plan and instructs all government departments concerned to implement the Executive Plan after it is approved by the Council of Ministers.
Article (8) says that this decree shall be published in the Official Gazette and be enforced with effect from January 1st, 2016.
Royal Decree No. 2/2016 ratifies the State’s General Budget 2016 after it is presented to the Council of Oman .
Article (1) ratifies the State’s General Budget for fiscal year 2016 in accordance with the schedules (tables) attached to this Decree.
Article (2) instructs all ministries and government units to implement the provisions of this Decree, each within the scope of its prerogatives, and directs all to continue to undertake necessary procedures to control and rationalize general spending.
Article (3) requires the Financial Affairs and Energy Resources Council to revise and evaluate the State’s General Budget for fiscal year 2016, in mid-year term, and to undertake measures capable of maintaining the State’s financial status.
Article (4) says that this Decree shall be published in the Official Gazette and be enforced with effect from January 1, 2016.
Royal Decree No. 3/2016 declares a project to develop Marfa'a Falaj Daris Park in the Wilayat of Nizwa as a public utility project.
Article (1) declares the Marfa'a Falaj Daris Park Development Project in the Wilayat of Nizwa as a public utility project, as per the memo and diagram attached to this decree, as a public utility project.
Article (2) stipulates that all departments concerned shall expropriate, through direct implementation, the properties and lands necessary for the aforementioned project, along with all installations therein, in accordance with the provisions of the Public Utility Expropriation Law promulgated by Royal Decree No. 64/78.
Article (3) says that this decree shall be published in the Official Gazette and be enforced on its date of issue.
