Sudden downpour catches Toronto by surprise

Nearly four inches of rain poured onto the Canadian city of Toronto on Tuesday.

It has caused power outages affecting 16,000 local residents and flooding.

Videos showed cars and slow traffic amid flooded streets, as well as heavy rain and manhole covers spraying water onto the street.

The brief rainstorm caused Toronto's nearby hydropower stations to lose power, which affected local residents in the area.
