His Majesty the Sultan issues five Royal decrees

Muscat: His Majesty Sultan Qaboos bin Said yesterday issued five Royal decrees, as follows:
Royal Decree No. 8/2018 on the promulgation of the national payments systems law.
Article (1) enforces the provisions of the National Payments Systems Law attached to this decree.
Article (2) cancels all that contradicts this decree or contravenes with its provisions.
Article (3) says that this decree shall be published in the Official Gazette and enforced on the day following the elapsing of 30 days from its date of publishing in the Official Gazette.
Royal Decree No. 9/2018 regarding the Office of the Deputy Prime Minister for International Relations and Cooperation Affairs and Personal Representative of His Majesty the Sultan.
Article (1) states that all employees of the Office of the Personal Representative of His Majesty the Sultan shall be transferred to the Office of the Deputy Prime Minister for International Relations and Cooperation Affairs and Personal Representative of His Majesty the Sultan, along with their job status.
Article (2) states that the Law on Post-Service Pensions and Remunerations for Omani Employees of the Diwan of Royal Court shall apply to the Office of the Deputy Prime Minister for International Relations and Cooperation Affairs and Personal Representative of His Majesty the Sultan and employees of this Office, and so shall the Law on Personnel of the Diwan of Royal Court.
Article (3) stipulates that the Deputy Prime Minister for International Relations and Cooperation Affairs and Personal Representative of His Majesty the Sultan shall assume the powers and prerogatives of the Minister of the Diwan of Royal Court in the two above-mentioned laws, and that he shall also assume the powers and prerogatives of the Head of Unit in the laws applicable to units of the State’s Administrative Apparatus with regard to the administrative divisions that come under the Office of the Deputy Prime Minister for International Relations and Cooperation Affairs and Personal Representative of His Majesty the Sultan and (with regard) to employees of these divisions.
Article (4) cancels Royal Decree No. 13/2003 (on the Organizational Structure of the Office of the Representative of His Majesty the Sultan) and cancels all that contradicts this decree or contravenes with its provisions.
Article (5) says that this decree shall be published in the Official Gazette and enforced on its date of issue.
Royal Decree No.10/2018 on raising the organisational status of the Educational Administration in the Governorate of Al Wusta (Ministry of Education) to a Directorate General.
Article (1) stipulates that the organizational status of the Educational Administration in the Governorate of Al Wusta (Ministry of Education) shall be raised to a Directorate General to be named as “Directorate General of Education in the Governorate of Al Wusta”.
Article (2) says that this decree shall be published in the Official Gazette and enforced on its date of issue.
Royal Decree No.11/2018 on the appointment of a non-resident ambassador.
Article (1) appoints Dr. Qassim bin Mohammed bin Salim Al Salhi, Oman’s Ambassador to Turkey, as the Sultanate’s Non-resident Ambassador to Georgia, Azerbaijan and Turkmenistan.
Article (2) says that this decree shall be published in the Official Gazette and enforced on its date of issue.
Royal Decree No.12/2018 declares the project of construction of the dam at Al Jufaina area in the Wilayat of Al Amerat (B-6), Governorate of Muscat, as a public utility project.
Article (1) states that the project of construction of the dam at Al Jufaina area in the Wilayat of Al Amerat (B-6), Governorate of Muscat, shall be deemed a public utility project.
Article (2) stipulates that the departments concerned may expropriate, through direct implementation, the properties and lands necessary for the aforementioned project, along with all the installations therein, in accordance with provisions of the Public Utility Expropriation Law promulgated by Royal Decree No. 46/78.
Article (3) says that this decree shall be published in the Official Gazette and enforced on its date of issue.
